Japer is currently the Treasurer of Advisory Neighborhood Commission 1C, in Adams Morgan. He began his electoral career toppling a 12 year incumbent by focusing on issues that matter most to his neighbors, building a robust volunteer infrastructure and being collaborative and creative with events.

Japer is one of the founders and the current Chair of the ANC Rainbow Caucus, which now is an organization of 36 LGBTQ+ elected ANC Commissioners. In this role, he successfully led recent advocacy efforts that resulted in ~$2.7million in additional services and resources dedicated towards local LGBTQ+ residents, including funding for housing for LGBTQ+ youth and seniors, restoration of Office of Human Rights hate-crime staff, and a historic transgender workforce program.

He previously worked as the chief of staff for a Representative in the Missouri Legislature and at a top state and local advocacy firm. He now advocates full time on behalf of LGBTQ+ youth and the community at large. He lives with his partner Nick, loveable Kitty, and dozens and dozens of house plants. Once the COVID-19 Health Emergency has ended, you will likely see him doing karaoke, canvassing for a local campaign/fundraiser, or patronizing the food and beverage on 18th Street NW.
